Snowball (1-2-4-All)

Snowball (1-2-4-All) is a structure in which a single question rolls through the group, growing as it goes: everyone first thinks alone in silence, then shares in pairs, merges the result in fours, and only then brings it to the whole group. Because every idea is on paper before anyone speaks out loud, the lesson ends with everybody's ideas instead of the opinion of the three fastest talkers. It is made for gathering and ordering ideas — not for rubber-stamping a decision that has already been made, and not for talking out a conflict.

The minutes above are the default settings, not a script: whoever prepares the activity sets the time per step. Add about two minutes for regrouping and handing out sticky notes, and bear in mind that step 4 scales with the number of fours — with twelve participants you are done in about twenty minutes, with a class of thirty and the priority round closer to thirty-five. If you enter more than one question, each question gets its own round and the time counts per question.

Each step has its own time slot and the timer keeps count. If you prepare more than one question, each question becomes its own round with all the steps.

Why does this work?

Snowball works because the order of speaking is fixed in advance: silence comes first, the room grows one step at a time, and only at the end does everyone hear it. Each step has exactly one job.

The silence protects the ideas

Anyone allowed to confer straight away unconsciously picks up their neighbour's idea — and their own is gone for good. Decades of brainstorming research point the same way: groups that write individually first produce more, and more original, material than groups that start talking immediately. The first two minutes feel long; that is part of it.

The funnel forces a choice

Five to ten ideas alone, three to six in the pair, five to ten per four: every step is allowed to carry less out than came in. That ceiling is the assignment. Without it two pairs simply lay their lists side by side; with it they have to explain why one thing outweighs another — and that is where the learning happens.

Nobody speaks first in plenary

By the time an idea reaches the whole group it has passed through two smaller rooms and become the four's idea rather than one person's. That makes speaking cheap: you are not defending your own brainwave, you are reading out what you chose together. It is exactly why students who never speak up in plenary do join in here.

When to use it, when not

When to use it

  • At the start of a new topic. You surface prior knowledge and associations without three students defining the whole picture.
  • For a question with several good answers. The more open the question, the more the funnel returns.
  • In a group where the same people always talk. The silent start turns joining in into step two rather than step one.
  • When you want to end with an overview that belongs to the group. Clustering and naming turn loose ideas into a shared map — one you can put back on the table next lesson.

When not

  • Not for a question with one right answer. Gathering returns nothing there: you need practice, not ideas. Take the knowledge quiz or flashcards instead.
  • Not when the decision has in fact already been made. A group that notices its ideas did not matter will not take part next time. If you want to gauge how a proposal lands, use four corners.
  • Not for a conflict or a sensitive case. Snowball gathers; it does not inquire. For one concrete situation that hurts, the socratic conversation or the gossip method is the better choice.
  • Not in half an hour with a class of thirty and prioritising as well. Step 4 scales with the number of fours: eight groups each reading out their notes cost more than the default five minutes. Cut the priority round rather than the clustering, or have the fours put their sheet up as a gallery.

Variants

Several questions in a row put each question on its own line: every line becomes its own round with all the steps, and the timer counts the rounds for you. Useful when you want to harvest two sides of the same topic.
Without clustering (10 min) stop after the fours and have each group read out one idea. You end without a shared map, but everyone has thought and shared.
With prioritising each person gets three dots and sticks them on the clusters they find most important — spread them or put all three on one. The lesson then ends with a choice instead of a list.
Online ideas go into a shared document or an online whiteboard instead of onto sticky notes, and you cluster by dragging. The silent first step survives online too — just name it explicitly as a writing task with microphones off.

By age

Early years to age 9. Too early. The pair is not the problem, the three rounds are: an idea has to survive being merged twice, and the structure takes half a lesson. If you want one shared answer per group, take the placemat from age 8; if you want many short answers fast, taking turns.
Ages 10–12. Here it works as intended for the first time, with a short question and the default times: two minutes alone, three in the pair, four in the four. Keep the plenary round to three ideas per group, or the last half of the class has stopped listening.
Lower secondary (12–15). The silent first minute is where this structure is won or lost: if they may confer straight away, half the class takes the neighbour's idea and their own is gone for good. Walk around and say nothing — that holds the silence better than correcting does.
Upper secondary and college. Raise the demand on the question and let the last round order rather than list: which two belong together, which is the most important and why. That is the difference between a list on the board and a conversation that gets somewhere.
Adults: team meetings, training. The home use of this structure and the reason it exists: it replaces the brainstorm in which the fastest speaker sets the agenda. Say beforehand that nobody talks in the first minute — for adults that is the hardest part.

Common mistakes

Two ideas on one sticky note. During clustering they can no longer be separated and the note half-belongs everywhere. One idea, one note — say it beforehand and repeat it at step 2.
Letting the silent step dissolve. One whispering pair and the step is gone. Walk around and say nothing; that holds the silence better than correcting does. Whoever finishes early keeps writing rather than starting to confer.
Fours that add up instead of choosing. Laying two lists side by side is not merging. Repeat the ceiling — five to ten — and add that rewording is allowed: two near-identical ideas become one better one.
The facilitator clusters alone. Sorting the notes in front of the class does the thinking that belonged to the class. Ask "where does this one go?" and let the group answer, even when it is slower.
Clusters without a name. Only in naming does someone have to say out loud what the common thread is, and that is the real yield. If a name will not come, there are usually two clusters in one.
The result disappears after the lesson. Photograph the sheet and open the next lesson with it. A cluster map that never returns teaches the group that thinking along was optional.

What exactly is the Snowball (1-2-4-All) structure?

A structured brainstorm in which the same question is worked through four times, each time in a larger group. Everyone first writes their own ideas in silence, then shares in a pair and together picks the strongest, then in a four merges two selections into five to ten key ideas, and in plenary all ideas are clustered and every cluster is given a name. Optionally the group closes with a priority round. Internationally the structure is known as 1-2-4-All.

How long does Snowball take?

With the default settings one question takes about twenty minutes: 2 minutes alone, 3 in pairs, 4 in fours, 5 for clustering and 3 for the optional prioritising, plus a couple of minutes for regrouping and sticky notes. In a class of thirty that grows to around thirty-five, because clustering scales with the number of fours. Whoever prepares the activity sets the time per step; if you enter several questions, the time counts per question.

How many participants can take part?

Eight to roughly thirty-two. Below eight you end up with one or two fours and step 3 loses its function — take the placemat instead. Above thirty-two the plenary clustering becomes too slow: split it into two clustering rounds, or have the fours hang up their sheet rather than read it out.

What is the difference between 1-2-4-All and think-pair-share?

Think-pair-share stops after the pair: think, share, done. Snowball adds the two steps that make the difference — the four, where a real choice has to be made for the first time, and the shared clustering, which turns loose ideas into an ordered overview. If you only want to get everyone thinking for a minute, Think, Write & Share is quicker; if you want to end with a usable harvest, Snowball is the right form.

What materials do you need?

Paper or a notebook for step 1, sticky notes and markers from step 2 onwards, and a large sheet or a piece of the board to cluster on. For prioritising: three sticker dots per participant, or simply three marker strokes. How do you write a good question for Snowball?

One question, phrased openly, and concrete enough that something worthwhile can be written down about it in two minutes. "What do you think about sustainability?" produces air; "what could we do differently in this school next month?" produces ideas. Avoid two questions in one sentence — the class will split anyway and clustering becomes impossible. If you are stuck, ask Microsoft Copilot: "Write 3 open, provocative central questions about [topic] for a brainstorm with students aged [age]. One question per line, no numbering." Every line you keep becomes its own round in the preparation.

How do you facilitate Snowball?

You guard the structure, not the content. Formulate one open question beforehand and keep it visible on screen. Decide how the groups are formed — voluntarily, at random, or deliberately mixed on a criterion you name neutrally — so regrouping does not turn into a negotiation. During step 1 you walk around and say nothing. At steps 2 and 3 you only repeat the ceiling and the one-idea-per-note rule. While clustering, ask "where does this one go?" and do not decide yourself; always leave the name of a cluster to the group. If a cluster you did not expect wins the priority round, do not smooth it over — that is usually the most valuable moment of the lesson.

Can you do more than one question in the same lesson?

Yes. Put each question on its own line in the preparation: every line becomes a separate round with all the steps, and the total is recalculated for you. Two questions in one lesson work well when they light up two sides of the same topic — for example "what helps our class?" and "what gets in the way?". More than two rarely fits into one period.

Does Snowball work online?

Yes, with one adjustment: give step 1 explicitly as a writing task with microphones off, otherwise the silence evaporates. Pairs and fours go into breakout rooms, and you cluster together by dragging items on a shared whiteboard. Online, allow a little more time for switching between groups than you would in a classroom.

Where does 1-2-4-All come from?

The structure is described among the Liberating Structures of Henri Lipmanowicz and Keith McCandless, who named it 1-2-4-All. It builds on think-pair-share, formulated by Frank Lyman in 1981, and on nominal-group research that showed as early as the 1970s that people who write separately first produce more ideas together than a group that starts brainstorming out loud.
